Existing Problems in Sludge Treatment and Disposal

May 31, 2019

1. The target of sludge treatment and disposal is not clear.
Sludge treatment and disposal should be aimed at “reduction, stabilization, and harmlessness”. “Recycling” is not the ultimate goal. The energy and materials in the sludge treatment and disposal process should be utilized as much as possible to achieve economic benefits, save energy and its resource value.

2. The technical route is applied mechanically.
Sludge treatment technologies mainly include sludge concentration and dehydration, aerobic digestion, anaerobic digestion, drying, composting and incineration. Sludge disposal technologies mainly include landfill (including on ground, under ground and in water) and land utilization.

3. Pay attention to water, think little of sludge, and sludge treatment development lags.
In recent years, water treatment in the field of environmental protection has developed rapidly, but sludge treatment has not improved much compared to a decade ago. The proportion of sludge that has been harmlessly treated is low, and most of the discharged sludge is still harmful to the environment, and even illegal discharge is very common.

4. Sludge treatment rate is extremely low.
More than 80% of the sludge produced by sewage treatment plants in China has not been properly disposed of.

5. The sludge treatment charging mechanism is imperfect.
China's current sewage treatment fees are relatively low, and it is still impossible to guarantee the normal operation of the sewage treatment plant. The implementation of sludge treatment and disposal fees charged into the sewage treatment fee will increase the economic burden of the payers to a certain extent.

6. Sludge supervision is difficult.
Due to the long-term neglect of sludge treatment and the intermittent nature of sludge discharge, it has caused difficulties in the sludge supervision by relevant departments.
